Luo is currently a zheng professor and doctoral advisor at Shanghai Conservatory of Music (SCM), director of the Guzheng Committee of the Chinese Musicians Association, visiting professor at the Guizhou University, and artistic director of Luo Jing Guzheng Ensemble and SCM Zheng Ensemble.

She entered the Music Middle School affiliated to SCM in 1986, where she was under the tutelage of the well-known soloists and teachers He Baoquan and Sun Wenyan. She graduated from the conservatory cum laude in 1995, and joined the Shanghai Chinese Orchestra as a zheng soloist. She was also the zheng principal of the Hong Kong Chinese Orchestra. When she was in Hong Kong, she also taught at the Music Department of The Chinese University of Hong Kong, Hong Kong Baptist University, The Education University of Hong Kong and The Hong Kong Academy for Performing Arts, as well as an examiner of Hong Kong Arts Development Council.
