Cheng graduated from the Department of Western Music of College of Chinese Culture and the Conservatoire Royal de Bruxelles. He learnt the violin with Chen Chu-Shui, James Ma and Hsieh Chung-Ping. During his studies in Belgium, he studied violin with Marcel Debot and chamber music with Andre Siwy.

In 1990, Cheng founded the Academy of Taiwan Strings. He currently teaches at the Department of Music of the University of Taipei, and the music class of Taipei Municipal Zhong Zheng Senior High School, Taipei Municipal Ren Ai Junior High School and Taipei Municipal Dun Hua Elementary School.
